Meet Our Founder
Tamara Croom Doss, CEM®
Founder and Principal Consultant
Tamara Croom Doss, a native of Tuscaloosa, Alabama, founded CivicCore Solutions and leads its mission with passion and purpose. As an internationally Certified Emergency Manager (CEM®), she dedicates her career to public safety and emergency management. With extensive experience in emergency preparedness, disaster response coordination, and interagency collaboration, Tamara brings unmatched expertise and unwavering commitment to every project. In her previous role as Deputy Director of the local emergency management agency, she strengthened community resilience and built lasting partnerships across agencies.
Tamara's journey into emergency management began with a deeply personal dedication to protecting the people and places she cares about most. As a proud wife and mother of four, she draws inspiration from her family to ensure that no one is left behind in times of crisis.

Tamara is currently pursuing her Doctor of Science in Emergency Management at Jacksonville State University, where she maintains a 4.0 GPA. As a Bill Anderson Fund Fellow and a published author in the International Association of Emergency Managers (IAEM) Bulletin, Tamara is dedicated to advancing the field through knowledge sharing and collaboration. She is also a proud graduate of FEMA's National Emergency Management Basic Academy.
Tamara's excellence has earned her numerous awards and scholarships, including the IAEM Graduate Student Scholarship, the Alabama Association of Emergency Managers Scholarship, the Lt. General Julius Becton Jr. Scholarship from the Institute for Diversity and Inclusion in Emergency Management, and the Higher Heights Scholarship from Delta Sigma Theta Sorority, Inc. She is also a graduate of the Alabama Public Safety Leadership Academy and Leadership Tuscaloosa.
At CivicCore Solutions, Tamara builds customized Emergency Operations Plans (EOPs), leads tabletop exercises, integrates trauma-informed care, and enhances crisis communication strategies. She brings
